Planfall 33: Ausbauplan der Bahnlinie Löhne/Elze.
Auch mal wieder ein wichtiger Punkt der uns betrifft, aber in unsere Region bisher kaum Beachtung gefunden hat. Versuchen wir das mal zu ändern 😉
Warum ist ein Ausbau notwendig?
Der Güterverkehr soll stärker auf die Schienen verlegt werden um die Strassen zu entlasten. Das hat zur Folge das z.B. die besonders stark frequentierte viergleisige Ost-West-Strecke Ruhrgebiet-Hannover-Berlin, die zwischen Minden und Wunstorf nur zweigleisig verläuft, auf diesem Abschnitt dem erhöhten Zugaufkommen nicht mehr gewachsen ist.
Die Bundesregierung und der Bundestag haben deshalb im Bundesausbauschienenplan 2003 einen Ausbau des Streckenabschnitts Minden-Haste-Seelze (Nordroute: Planfall 2 & 12) von zwei auf vier Gleise beschlossen. Damit verbunden ist die gesetzliche Verpflichtung der DB AG zur Errichtung von Lärmschutz nach dem heutigen Stand der Technik.
Der Ausbau der Nebenstrecke Löhne- Hameln – Elze (Südroute: Planfall 33) wurde 2003 als “Erweiterter Bedarf” in den Ausbauplan aufgenommen.
Im November 2010 legte das Bundesverkehrsministerium die Ergebnisse der Überprüfung der Bedarfspläne für die Bundesschienenwege vor. Dabei wurde eine Neubewertung der Planfälle 2, 12 & 33 vorgenommen. Diese Neubewertung der Strecke Elze-Hameln-Löhne hat nun dazu geführt, dass die Projekte hinsichtlich der Dringlichkeit der Umsetzung ihre Plätze getauscht haben. Der Planfall 33 wird als “sehr wirtschaftliche” bewertet und somit im neuen Bundesverkehrswegeplan unter „Vordinglicher Bedarf“ geführt, der Planfall 12 wird als “unwirtschaftlich” bewertet und als „Erweiterter Bedarf“ geführt. Damit werden die gesetzlichen Voraussetzungen geschaffen, die Bahnstrecke Elze-Hameln-Löhne ab 2015 auszubauen.
Was heisst das genau für uns?
Rechtlich gesehen ist die Südroute eine zweigleisige Strecke, auch wenn sie heute nur noch eingleisig für die stündlich verkehrende Regionalbahn genutzt wird, das heißt, bei Wiederherstellung der Zweigleisigkeit, gibt es nur eine minimale gesetzliche Verpflichtung für Lärmschutz. Dieser muss nicht der aktuellen Technik entsprechen!
Vermutet wird, dass alle 10 – 15 Minuten ein Güterzug über die Gleise kommt……
– Hohe Lärmemissionen – ein Güterzug ist nicht mit einem Metronom zu vergleichen.
– Längere Wartezeiten an den Bahnübergängen bei Mehle und der Saalemühle
Gibt es eine Alternative zum Ausbau der Südstrecke?
Ja es gibt mit dem Planfall 2 & 12 – Ausbau der Nordstrecke Minden-Seelze von 2 Gleisen auf 4 Gleisen eine Alternative. Bereits seit 1990 wurde die Strecke teilweise von 2 auf 4 Gleisen ausgebaut, allerdings gibt auf der Strecke Minden und Braunschweig noch 2 Abschnitte die nicht auf 4-Gleise ausgebaut (Planfall 2 und Planfall 12) sind.
Die Anwohnern der betroffenen Strecken unterstützen diesen Ausbau, da hier die Errichtung von Lärmschutzmaßnahmen nach aktuellen Stand der Technik vorgeschrieben wären. Mit dem Neubau des Gleis 3 & 4 wäre die Deutsche Bahn dazu verpflichtet.
